but members left without agreeing on federal aid for victims of hurricane sandy. the senate already okayed the $60 billion measure. new congress will be sworn in tomorrow. >>> well, on weather news it's freezing out there this morning literally and we have cbs 5 reporter anne makovec feeling the freeze in san rafael. good morning, anne. >> reporter: i have been watching the temperature here behind me at this bank in san rafael. it's below zero, elizabeth, celsius at least. 26 degrees fahrenheit right now. a freeze warning in effect for the north bay and a frost advisory in effect until 9 a.m. for the shoreline and the santa clara valley. temperatures in the 20s and 30s, frost of course can tell you sensitive plants outside so hopefully yours are already covered up. today is also a "spare the air" day. that's because the cold weather forces tiny particles of pollution in the air close to the ground and then there really isn't any wind so those particles stay close to the ground making it tough for some people to breathe. a "spare the air" alert means no burning allowed indoors or out
